The Government of Himachal Pradesh on September 01, 2026, issued the Himachal Pradesh State Universities (Amendment) Bill, 2026 to amend the State Universities Laws of Himachal Pradesh.
The following amendments have been stated:
• In section 12-C of the Himachal Pradesh University Act, 1970,-
(a) in sub-section (2), for the sign and words “, the Academic Council and the Finance Committee”, the words “and the Academic Council” shall be substituted; and
(b) in sub-section (5), for the sign and words “, the Academic Council and the Finance Committee”, the words “ and the Academic Council” shall be substituted.
• In section 12-E of the Himachal Pradesh University Act, 1970, in sub-section (2), for the sign and words “, the Academic Council and the Finance Committee”, the words “and the Academic Council” shall be substituted.
• In section 29 of the Sardar Patel University Mandi, Himachal Pradesh (Establishment and Regulation) Act, 2021, in sub-section (5), the words and sign “but the service matters of employees and financial matters, may be considered by it after recommendations of the Finance Committee” shall be omitted and thereafter, the following shall be inserted, namely:—
“(5A) The recommendations made by the Finance Committee shall be considered by the Executive Council, which shall thereafter submit the same, along with its recommendations, to the State Government for consideration and approval.”.
• For section 32 of the Sardar Patel University Mandi, Himachal Pradesh (Establishment and Regulation) Act, 2021, the following shall be substituted, namely:—
“32. Finance Committee.— (1) Notwithstanding anything to the contrary contained in any other provisions of this Act, the Finance Committee shall be headed by the Secretary (Finance) to the Government.
(2) Its constitution, the term of office of its members other than ex-officio members shall be such, as may be prescribed by the statutes.
(3) All financial and service matters relating to service conditions of employees of the University including creation, upgradation or filling up of the posts, framing of recruitment and promotion rules, revision of pay and allowances shall first be placed before the Finance Committee.
(4) The Finance Committee shall place its recommendations before the Executive Council for taking action in accordance with sub-section (5A) of section 29.”.
• In section 13 of the Himachal Pradesh Technical University Act, 2014, in sub-section (3), for the sign and words “, the Academic Council and the Finance Committee”, the words “ and the Academic Council” shall be substituted.
• For section 24 of the Himachal Pradesh Technical University Act, 2014, the following shall be substituted, namely:—
“24. Appointment of teachers and other employees.—
(1) Notwithstanding anything to the contrary contained in this Act or in the statutes or ordinances made thereunder, all recruitments of teachers in the University by direct recruitment shall be made through the Himachal Pradesh Public Service Commission, in accordance with such qualifications, standards and selection procedures as specified by the University Grants Commission.
(2) All direct recruitments to the non-teaching posts of the University shall be made through the Himachal Pradesh Rajya Chayan Aayog or such other recruitment agency as may be notified by the State Government.
(3) Appointments by promotion, deputation, transfer, contract, tenure, reemployment or any other mode of recruitment other than direct recruitment shall be made in such manner as may be prescribed by the statutes.
(4) The University shall issue appointment orders on the basis of the recommendations made by the Himachal Pradesh Public Service Commission or the Himachal Pradesh Rajya Chayan Aayog, or any other recruiting agency, as the case may be.”.
• For section 19 of the Himachal Pradesh Universities of Agriculture, Horticulture and Forestry Act, 1986, the following section shall be substituted, namely:—
“19. Finance Committee.— (1) Notwithstanding anything to the contrary contained in any other provision of this Act, the Finance Committee shall be headed by the Secretary (Finance) to the Government.
(2) Its constitution, the term of office of its members other than ex-officio members shall be such, as may be prescribed by the statutes.
(3) All financial and service matters relating to service conditions of employees of the University including creation, upgradation or filling up of the posts, framing of recruitment and promotion rules, revision of pay and allowances shall first be placed before the Finance Committee.
(4) The Finance Committee shall place its recommendations before the Board.
(5) The recommendations made by the Finance Committee shall be considered by the Board, which shall thereafter submit the same, along with its recommendations, to the State Government for consideration and approval.”.
